The fairness of a flat rate for energy depends on various factors. On one hand, a flat rate can be seen as fair because it treats all customers equally, regardless of their energy usage. This can be beneficial for low-income households who may struggle to afford fluctuating energy bills. However, on the other hand, a flat rate may not be fair for customers who use significantly less energy than the average, as they end up subsidizing the higher usage of others. Ultimately, the fairness of a flat rate for energy depends on the specific circumstances and the impact it has on different customer groups. **
